Re “Gloria proposes deep cuts to libraries, arts, recreation to close gaping budget deficit” (April 15): Would it be possible to require all the bicyclists who use the new bike lanes to buy a license?

As a kid growing up in Ocean Beach, I had to go to the fire station and buy a bike license that I proudly attached to the rear of my bike seat. I might add there were no bike paths.
